Federal Communications Commission is Hiring a Business Systems Analyst Near Washington, DC

Duties

The incumbent serves as a requirements management expert responsible for the efficient development of requirements for complex systems. Optimizes the requirement process to ensure efficient documentation, management and tracking of requirements.

The incumbent works within the ULS Modernization team to verify and ensure traceability across requirement documentation, system components, associated test plan, deployed software. Ensures that each requirement is verifiable and demonstrable for WTB validation and acceptance.

The incumbent navigates and understands the competing needs of multiple licensing system stakeholder groups within WTB. Differentiates between actual stakeholder needs for an initial product and desired upgrades.

The incumbent analyzes stakeholder needs and processes to translate them into business requirements. Facilitates the negotiation of requirements amongst multiple stakeholders within and outside of WTB.

The incumbent documents comprehensive requirements in an industry standard format that can be shared with stakeholders and the development team. Maintains and updates documentation as new functionality and services are added.

The incumbent reviews and finalizes requirements with relevant stakeholders to ensure they map to real business needs, are approved by all relevant stakeholders, and comply with all applicable FCC standards.

The incumbent develops a repository to organize and manage all requirements along with priorities and dependencies between requirements, and change history.

The incumbent supports the Change Control processes and ensures proper controls are exercised to scrutinize and correctly account for new scope items.

Requirements Conditions of Employment

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.

Specialized Experience

GS-13

Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following:

  1. Experience working with multiple stakeholder groups to analyze complex cross-functional business processes and develop associated requirements
  2. Experience using industry standard formats to document requirements and ensure traceability across requirement documentation, system components, associated test plans, and deployed software; and
  3. Experience using a repository or tool to organize and manage requirements throughout the project lifecycle.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  1. Skill developing, maintaining and managing requirements documentation for large scale projects.
  2. Skill evaluating licensing programs, documenting requirements, and testing the resulting software.
  3. Skilled conducting analyses and making appropriate recommendations for IT improvements.
  4. Skill communicating and maintaining effective working relationships with individuals and groups.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

2. An SF-50, Notification of Personnel Action, or other official documentation which shows the position you may be or are being separated from has the same or higher promotion potential as that of the vacancy.

  • A copy of your Reduction in Force (RIF) separation notice; a notice of proposed removal for declining a directed reassignment or transfer of function outside the local commuting area
  • A Certificate of Expected Separation
  • Your agency's certification that you are in a surplus organization or occupation (this could be a position abolishment letter, a notice of eligibility for discontinued service retirement, or similar notice)

ICTAP eligibles must submit:

  • A copy of your RIF separation notice; a notice of proposed removal for declining a directed reassignment or transfer of function outside the local commuting area
  • An OPM notice that your disability annuity has been (or will be) terminated
